How this ranking works, and why it is not sorted by total permits
Roughly 30% of all enclosure permits in Collier County are pulled on builder-owned parcels in new-construction subdivisions — whole streets permitted at once under a production contract. Those are real permits, but they are not jobs a homeowner can hire.
So the table below ranks on homeowner-facing permits and shows builder-pipeline volume in its own column. The difference is large: the county's highest-volume enclosure company by raw count carries a median declared value of $7,189, against $16,000 for the retail-focused shops. Same county, same permit type, very different product.
Every Collier County pool enclosure contractor with 5+ permits (2024–2025)
All 74 contractors who pulled at least five aluminum structure permits during 2024 and 2025, out of 446 who pulled at least one since January 2020. Ranked by homeowner-facing permit volume across the full window.
Permit counts cover January 2020 through June 2026. Contractor names are consolidated across licence changes and DBA variants using a name and licence crosswalk. Declared value is the applicant-stated construction value on the permit, not a contract price.
About two-thirds of new Collier pools get a screen enclosure
Matching pool permits to aluminum structure permits at the same parcel, and allowing every pool a full 24 months to have its cage permitted, 68.8% of residential pools in Collier County end up with an enclosure. But that county-wide figure hides two very different purchases.
When a production builder owns the lot, the pool gets a cage nearly nine times out of ten — the enclosure is written into the build spec. When a local homeowner orders the pool themselves, it happens barely half the time.
Sorting every pool by who actually placed the order separates three very different buyers:

Pools issued January 2020 – June 2024, so every parcel has a full 24-month window in which an enclosure permit could appear. Buyer type is inferred from the owner mailing address on the permit at the time of filing: production builders are identified by repeat corporate mailing ZIPs carrying 100 or more pools.
If you are adding a pool to a house you already own, the bottom two rows are your reality. But the 44% without an enclosure permit did not go without protection — they satisfied Florida's pool barrier requirement a different way.
Every Collier pool needs a barrier before it can be finaled
Collier County requires an approved pool barrier to be in place and inspected at the same time as the final electrical inspection, before the pool can be filled and signed off. In practice that means a screen enclosure, a compliant fence or wall, or an approved safety pool cover — and pool alarms are inspected alongside it, not instead of it.
So the 55.9% figure is not a measure of who bothered. It is a measure of which barrier homeowners chose. The rest went with a fence, or already had one: an existing compliant fence or a dwelling wall that encloses the pool satisfies the requirement without any new permit, which is why larger properties show far lower enclosure rates. Pools on lots under a third of an acre take the enclosure route 73% of the time; between 0.60 and 1.20 acres, only 42%.
The enclosure permit follows the pool permit by a median of 77 days
Across all 6,841 matched projects, the enclosure permit is issued a median of 77 days after the pool permit — roughly eleven weeks. A quarter of projects clear it inside 38 days. A quarter take more than 152.
That gap splits into two parts, and the larger one is not the county:
- 48 days — pool permit issued, to enclosure permit applied for. This is the decision and scheduling window.
- 23 days — enclosure application to issuance. This is county review.
What this figure does not tell you
These are permit dates, not construction dates. Collier County records show when a permit was issued, not when the work was finished — every enclosure permit in this dataset carries an Issued status with no final inspection date. Screen contractors also routinely pull the permit early and then wait until the pool deck passes inspection before starting. The physical enclosure therefore goes up some distance beyond the 77 days, and this data cannot measure that distance.
What the 77 days does tell you is the paperwork sequence, and that sequence varies enormously depending on one thing.
Only 2.1% of the time does the same company build the pool and the cage. It is almost always a handoff to a specialist aluminum contractor, and how well-rehearsed that handoff is drives the whole timeline.

Ask your pool builder who does their screen enclosures, and how often. If they name one company without hesitating, the permit record says your paperwork clears about ten weeks sooner than if they shop it out job by job.
